I just updated a free application I've had on Android Market. It's called Navy Clock and can now serve as an NTP time source for any Android application. If you want your application to get the exact atomic time, you can install Navy Clock and connect to the Navy Clock service.
Navy Clock will update your application with the exact time - to the millisecond.
