I asked google android team,They tell me: 'We are taking stock of all the returned phones and working on sending the device back out. I had responded to the developer through the seeding queue a few days ago with the same info. We just got a report from our shipping vendor yesterday about phones returned to them by Fedex with "delivery exceptions".'
