FormView with no parameters on first field fails to generate JAVASCRIPT_UTILS

I had a FormView whose first trigger (Cancel) had no parameters. The javascript
utilties were not generated to the page leading to trim being undefined on
subsequently generated validations.
I removed the trigger, added it back again (ArgoUML doesn't allow reordering
triggers) and the javascript was properly generated.
