Xfire services.xml is generated in the wrong folder for a war file

Cartridge places the file in META-INF/xfire/services.xml inside the war file
instead of WEB-INF/classes/META-INF/xfire/services.xml where it actually works.
I have a patch which I'm attaching that fixes 3.2 release.
