Always use the mailing list for these questions, you'll get an answer

Are you building your application with Maven or with Ant ? My guess is
with Ant. So in that case you'll need to make sure that this file is on
the classpath (by putting it in the lib directory), you can find the
file in the binary distribution you downloaded
