First question: Do you really want to build Ant, or are you just wanting to use it (in which case you can just install it and go)?
If you really do want to build it, it looks like Ant's build.xml file excludes the java files in types/optional/depend and util/depend unless "bcel.present" is set, and that only gets set if the class org.apache.bcel.Constants is available, so I suspect you need to pick up some jar-file for BCEL. Although I'm able to build the Depend task without it -- but I'm building latest CVS, so maybe something's changed.
