So just do this and then restart apache...
chmod 755 /var/log/httpd

Thanks to the Republican National Convention I am stuck at home and am not commuting in to NYC so I have a little free time this week :)
When you get that error can you then do this in a terminal window?
tail /var/log/httpd/error_log
tail /var/log/httpd/access_log
and we can see if something useful comes up? Fedora I run myself. It definately should work fine.
