It seems to be fixed now, at least in the CPAN indices:

  cpan> d /libapreq/
  Distribution id = I/IS/ISAAC/libapreq-1.34.tar.gz
      CPAN_USERID  ISAAC (Issac Goldstand <is...@cpan.org>)
      CPAN_VERSION 1.34
      CONTAINSMODS Apache::Cookie Apache::Request

However, search.cpan.org still indicates
    http://search.cpan.org/~isaac/libapreq-1.34/
is an unauthorized release (perhaps this just needs updating).
