You may find some more information in my book (free download from
OSS Nokalva's website: http://www.oss.com/asn1/dubuisson.html).
I remember I spent some time on this issue (see Chapter 11).

But note that the relevant standards are all cited in subclauses
around the Table you're mentioning.

And I think some others would say: Don't spend time on such
historical character sets, use the UTF8String type in your
specification!
