India does not "care" about Assam, its politicians feel no impact
from the sufferings of the people of Assam (which is the basis of the
demand for secession). Rulers of mainland India are unlikely to be
affected by armed rebellion in Assam. India has a very large reserve of
armed forces recruited at low wages in a labor surplus economy - and
political forces in Delhi don't care much about losing a steady stream
of them in the north east. Politicians really don't care about losing
public funds in any case. Therefore, sustaining a low key war in Assam
and spending on securing supply of oil - for the next few decades
