I have been thinking - we could set up "parallel" government structures - all 
powered by volunteers - to take up some of the work which the GoA should be 
doing or keeps out of absolutely. Funding for activities can come from tax 
deductible donations. Normally GoA will take the money and do nothing, why not 
donate and get a tax deduction AND see your money put to good use.

Ministry of Social Welfare/Education - of the Volunteer Govt of the people of 
Assam is already functioning - case in point - all the social activities being 
done by AFNA/FASS. Quite frankly, our leaders for tomorrow can come from these 
organizations.
