OK, I've got 1.2.7.1 (19) and I'm not seeing that anywhere, so I looked through the code. DoPenaltyMessage compares the total message score to PenaltyLimit, which is the IP threshold. If that threshold is low enough to reject an individual e-mail, then the IP gets PB, doesn't it? I mean, the e-mail scores all add to the IP score, so if the e-mail total > PenaltyLimit, the IP total has to be, too.
