Repositories must be added (edit, preferences, repositories using the ppm 
GUI) to the default activestate ppm installation to find some packages.

I have 4 additions:

http://theoryx5.uwinnepeg.ca/ppms/package.lst
http://www.roth.net/perl/packages
http://ppm.tcool.org/archives/package.xml

www.roth.net might be down right now, though.
