No, you will ALWAYS need a license while any call is active between your provider and your asterisk box. The asterisk box (in your description) needs to convert from G.729 to G.711, therefore, it needs a license to do that. Pay $10, get a license, and move on, it will make your life significantly easier. Or, find a provider that will do gsm, or G.711.
