nope. those are windows binaries, which cannot be run under linux. (at
least not without installing additional software, and even then it's not
certain to work.)

emacs doesn't care about .sty files. those belong to latex. emacs just
calls the latex binaries.

it's probably a good idea to install auctex *after* installing texlive, but
emacs and texlive can be installed in any order.
