As far as I know, capget(2) is for capabilities of a process which is
unrelated to filesystem.
I am afraid your getcap(8) failed getxattr(2) instead of capget(2).
You are, of course, right. getcap(8) does getcap(2) right before running
getxattr(2), and I got confused.
