Nope.  It may seem so, but it's not, because this:

> if ENABLE_GTK_DOC_TRUE
| bla
| else
| blubb
| endif

will turn into
| @[EMAIL PROTECTED]
| @[EMAIL PROTECTED]

in Makefile.in.  However, strictly speaking this is an implementation
detail you should not have to worry about at all (and should not rely 
on either).
