If the shipping costs are higher than the part costs, and you might
get a better price by ordering more parts of the same type, you could
always use ATmega644P instead of ATmega324P, and replace the ATmega48
and ATmega8 both by an ATmega88.

Note that there's no such thing as ATmega324PV-20PU or
ATmega644PV-20PU, the 20 MHz versions are only available as non-V
parts (i.e. they are not specified to work down to 1.8 V).
