after wrestling with the hairball that is dhcp-pd, I went looking to see how ahcpd did it, only to discover that it only sort of did, in that there is some support for client side delegation but no server side support in the code at present.
I surmise that the intent was in "3.3.1.11. IPv6 Prefix Delegation", for the requestor to present the prefix/mask it had before, and for the server to attempt to re-deliver that prefix, and if not, to deliver up to that number of subnets. if more than one subnettable prefix was requested previously then there would be additional Prefix delegation requests and/or responses. if prefixes were needed by the client router but unassigned as yet the requestor would fill its request with all zeros for the prefix and the requested /x it wanted.
