There are a few problems to solve: open files, permissions, and the transfer itself. The transfer, IMHO, is the easy part.
I've currently settled on a combination of Windows Linux subsystem for sshd, then escalate the privileges and transfer the shadow copies. It has proven reliable and has the advantage of simply backing up *everything*, which may or may not be desirable for your use case.
