I don't see anywhere in the manual where it says that you must manually 
recycle the Volume.  It says that you must manually change the Recycle flag 
in order for the volume to be recycled and reused.

I'm sorry. I do not know how to give you advice on what you want.  This is 
particularly true in the case of Reclycle Oldest Volume and Recycle Current 
Volume, both of which I feel are directives that should be avoided.

Perhaps someone on the list, particularly someone who has used or uses these 
directives can help you.
