I don't think I've ever heard the claim that there was consensus on
this particular point. In fact, it would be hard to define what the
limits are. Saying no talking should take place seems extreme. So
where do you draw the line. In the absence of a text (to my
knowledge), I would be surprised if there was consensus on the
boundaries.
