I had this problem.  I took me a while to discover why supercite
wasn't working.  I came to the same conclusion as you about the source
of the problem and I was about to file a bug report with the exact
same recommendation, but you beat me to it. ;-)

The reason that it hasn't been biting everything is perhaps that not
that many people use supercite (you have to enable it it the
(bbdb-initialize 'sc) call.
