I would use emacs-mule, or an iso-2022 encoding. Thus load your .bbdb, see wether it loads correctly, use C-x C-m c and save with the new coding system under another name, change the setup (coding: tags, variable settings), reload the file, check, save as .bbdb. Restart Emacs, try BBDB. Should work now.
