You are right.  Thanks for the hint.  'tex bbdb.tex' does the job.  The
list looks good.

Just for the record: with the environment here (emacs24, TeX 3.1415926
(TeX Live 2010/Arch Linux)) tex could not handle the line

\catcode`ß=\active\chardefß="FF

Tex compiles when this line is deleted.
