In the browser I am currently using, I have a right-click option (when I right-click in a browser window) to open the frame in a new window (or a new tab). I seem to recall seeing similar options in other browsers. Internet Explorer does not have this option, but you can right click on a frame and select "Properties..." and copy the frame's url from there and then open that in a new window.
