I'd somehow formed the belief that xkeyboard-config was now deprecated. My Xorg log showed X was falling back to pre-XKB keyboard settings because it couldn't find the rules.
Xkeyboard-config-1.4 was released a few days ago, dunno if that means it's technically too late for 7.4, but it works for me.
