I didn't know about such list - we're providing free peering (using private AS number - 64999) and injecting unused prefixes (which Cymru is already doing) but we're giving our peer partners also opportunity to inject their own prefixes (for self defence). The site of the project is here (unfortunately, still only in Polish): http://networkers.pl/bgp-blackholing/ I'd be happy to import on (for example daily basis) list of DROP prefixes and advertise them as another community (we're already use a number of communities to enable selective filtering).
