My problem is indeed related to the message cited above since the shrinking 
behavior stops when I disable tool-bar-mode.

I don't use the toolbar very often, so for me this fixes my problem. I suspect, 
however, that this bug may trouble other users in the future. What would be 
the proper course of action to take here? Should I open a new bug report for 
emacs itself?
