Could this be a problem with trying to find a program with a trailing CR in
the name (that is, looking for m4\r instead of m4)? Also, are you setting
the M4 environment variable?
My MinGW environment was apparently old (file timestamps mostly from
2004 even though updated just six months ago). Yesterday I updated
MinGW to the latest and now the problem is gone.
I do not normally set the M4 variable, but I did actually try that to
see if it helped.
