Hi

I got this failure on a loong64 machine for libidn2 that was
bootstrapped with autoconf 2.72:

checking for gcc options needed to detect all undeclared functions... cannot 
detect
configure: error: in `/<<PKGBUILDDIR>>/build':
configure: error: cannot make gcc report undeclared builtins

I could reproduce this manually on cfarm400:

wget https://ftp.gnu.org/gnu/libidn/libidn2-2.3.7.tar.gz
tar xfa libidn2-2.3.7.tar.gz
cd libidn2-2.3.7
./configure

The problem also happens with libidn2 version 2.3.4 that was
bootstrapped using autoconf 2.71.  So it seems like an old problem but I
couldn't find an earlier bug report, and some other packages appear to
build on loong64 without triggering this.  Is there some problem in
libidn2 here, or do you have any thoughts?
