I work in a very restricted environment and getting
authorization to change / upgrade bison from 1.2.8 to whatever is not a
possibility.
Thus, the question is either take the newer getdate.y or the
older pre-parser version (prior to version used in cpio 2.09) or take
the earlier getdate.y and upgrade it. I lean towards the latter since I
would not be touching getdate.y.
Or is their a simple thing in the current getdate.y that can be
done?

It is not, indeed. You need at least bison 2.3 to compile it.
