Yes that's one use of it. 2 days ago on IRC, someone was asking how they could 
load GRUB from GRUB, as they needed to use a modified version.

The original goal is to support loading GRUB from any Linux or multiboot 
bootloader, so that a OS installation script could install GRUB 2 before 
rebooting the computer for main part of the installer. However it needs code 
to enable A20 before that can work.
