I embedded an non-US-keyboard layout in grubx64.efi bootloader as memdisk with all needed modules and grub.cfg included. I am testing in uefi-amd64 with Grub 2.02 & 2.04 (Linux Mint 19.3, Debian 10 & Manjaro 20): - terminal_input --append at_keyboard -> both inputs are active - the embedded kbd-layout just works for my internal notebook keyboard - the plugged USB-keyboard in my notebook just uses the standard console US-keyboard layout - I tried the the same setting for two PCs with USB-keyboards -> just the standard console with US-layout is working, if I change 'terminal_input at_keyboard' via grub-shell => USB-keyboard is not responding anymore By the way the USB-keyboards work in UEFI menus and settings without any problems.
