Ah, okay, you are referring to the figures missing in 2.12. That was the bug! 
The difference in 2.12 and 2.13 is exactly the fix for this bug!

Yes, the 2.12 behaviour was the real bug (if you enter a figure, you want it 
to appear, LilyPond silently(!) leaving something out for no good reason is 
just bad, bad, bad).

So, yes, please consider this issue fixed. 2.13 works as expected.
