A few examples have all the rests on the bottom staff line, and this one places the first rest even higher: http://www.hymnary.org/hymn/HWL1935/page/117 It seems like there's an enhancement request in this, but I'm not sure whether to ask for closer placement of "z" rests in general, or to ask that they follow the note heads in their voices more closely.
