Hi,
with Metronome_mark_engraver in Staff and a changed TimeSignature a
broken Tie is collopsed and misplaced.

The bug is present since 2.14.2.
2.12.3 returns correctly, though.
I've found these workarounds:

f'1~ \break \time 2/4 \tempo "Allegro" f'2
}

Shape the bad tie:
