The GNU tar documentation states clearly that "multi-volume support is a GNU extension and the archives created in this mode should be read only using GNU `tar'" (see section 9.6.1 "Archives Longer than One Tape or Disk", http://www.gnu.org/software/tar/manual/html_section/tar_75.html). However, multi-volume archives in pax format are readable and extractable almost with any tar implementation, see http://www.gnu.org/software/tar/manual/html_node/tar_140.html for a description.
