ServerSignature can not be turned off

I just confirmed that this "works for me".

I'm almost sure that your problem is that you aren't using the "internal" error
messages.  Rather, you are using the Multilingual custom error reponses that
come bundled with httpd 2.0 and are turned on by default.  Search your 
httpd.conf
for ErrorDocument and you will see instructions on how to customize these 
messages
(or just turn them off by commenting them out).

It would be nice if these messages could respect ServerSignature, but I don't
see any way for that to work.
