localtime not thread safe

I've fixed this by apr-izing the time functions in that file.  (It's better to 
use 
apr_time_exp_lt() than to proliferate localtime() vs. localtime_r() 
everywhere... that's 
the whole point of APR.)  Thanks for the report!
