We would like to use mod_cache to cache content served by UserDir (or
/~username/ style locations).  It seems like this could be accomplished by
allowing CacheEnable to be turned off and on inside of <Location> or
<LocationMatch> blocks, or by being able to pass CacheEnable a regular
expression for the path.

We're serving / locally, but fetch user content through a reverse proxy. We
would like to cache commonly requested user content without caching content that
is already local.
