Developing using CentOS 5 (Apache2, PHP5, Mysql5) and the Zend Framework which 
uses the Apache URL 
rewrite engine.

The closest related bug I could find was 39243.

However, what appears to be happening is that when the URL rewrite module is 
used, and you are doing 
SSL client certificate verification based on a location (not for the whole 
VirtualHost), that no POST data gets 
through, not just posts larger than 128K.
