First of all, XAMPP is crap. Use OSX's builtin Apache install. You can upgrade it to PHP5 pretty simply (there's a tutorial on entropy.ch).
If you're on a Mac, unless you're logged in as root, it's possible that the .htaccess files aren't showing up, in which case they might not have gotten moved or copied to wherever you put your Cake install. The other possbility is that the "." in the .htaccess filename is getting HFS'd.
