Well cost of development will depend alot upon who is doing the development. I look at Flash development just as I look upon coding in CF. You make user interfaces and modules for the application and break them apart into "snippets" that can be used elsewhere in the application. If component x is done properly, then that same component can be used elsewhere with only a small modification. You cannot expect someone who is a beginner in flash to be able to do this though, and in order for a company to say "We want flash" they will need a experienced and seasoned veteran in order to keep the cost down.
