If the emails are identical you could send them to yourself and BCC them to a bunch of people at the same time (I think the limit is 39). Usual overzealous spam filter warnings apply, especially since you want to send HTML email. Sending them all as single mails with cfmail shouldn't be a problem either, but I would recommend setting the spool interval to 15 seconds (after which they should be out of the spool in half an hour). If you have some mailserver on the system that has a pickup folder, you could also write the emails as files to that pickup folder.
