I know there is a way to have a IIS add a footer to every page.  This option
is in the IIS administration properties.  But is there a way to have a "site
wide" header?  We have a header that we use and instead of using includes in
html or cfm I would like to try to have one header for the site.

I know I could use application.cfm, but of course that is only for cfm and
if there are different application.cfm's they over ride the one above it in
the tree (right)?
