Deeper stab in the dark ... don't know if you've got sandbox security enabled on the production server, but if you do, you could try turning it off completely for this site and see what happens. I just ran into some pretty strange behavior the other day with it (NOT related to webservices, but in any case, completely unexpected) and now i've got a bright yellow sticky note tattooed into the depth of my mind about it.
"Strange behavior accessing something -> try disabling sandbox security and work backwards to resolve" I had that on a CFMX 7 server, by the way, and it was in regard to datasources. It was - at least it certainly seemed to be set up correctly, but just refused to work.
