Hugo may have shot himself in the foot mentioning BlueDragon there, as those who don't use it might have turned off immediately thinking they couldn't help. Note that (it seems to me) his question isn't about BD but rather more generically about where best to implement query caching in CFML when using frameworks.
Just forget that he mentioned BD. :-) It simply adds some additional attributes to the existing CACHEDWITHIN and CACHEDAFTER of CFQUERY.
