at 11:59pm EDT.

The USAID Global Development Lab is launching a new initiative on
Adaptive Programming using Real-Time Data. The initiative will
conceive, design, and test how real-time data systems can enable a
more adaptive and participatory approach to development in complex
settings. This initiative is not focused on adaptation for its own
sake, but how decisions can be made in a more responsive, contextual
and participatory fashion with access to relevant and usable data at
the appropriate times.

This RFP is for developing a conceptual framework for how to most
appropriately integrate flow data from multiple agents across the
information supply chain -- including community members, frontline
workers, mid-level managers, and government decision makers -- to
facilitate rapid operational assessments, adaptive and iterative
learning, and summative evaluations. The understanding of the power,
agency and behavior of the various decision makers, as well as the
governance applications that allow for more sustainable and adaptable
programming models, will be integral to the success of this work.

The overall intent is to mainstream the learnings from this initiative
throughout USAID’s current programmatic and policy reforms and also to
learn from and inform the various international development reform
efforts. As a result, this initiative implicates a wide-range of
actors from the fields of complex adaptive systems, participatory
action research, knowledge management, behavioral science, political
economy, and data science.
