Create a page action (HTML) with an external CSS file (using <link rel="stylesheet" type="text/css" href="popup.css"> inside <head>). 2. Load the extension in Chrome. 3. Modify the CSS file referenced by the page action's HTML file. 4. Reload the extension in Chrome. Expected: new page action should display with updated CSS.
